The State Bank: the Common Stores
What the working people have delivered is held in common. The State Bank keeps the books of the
common stores, every delivery in and every allotment out, and each citizen's tax account.
The tax is paid in kind: each citizen delivers goods worth 100 contribution units per plan period (plan period 1). The council sets the quota. Deliveries of goods the plan asks for count towards the plan as well. Goods are allotted by the Distribution Office.

Changing the quota
A change to the quota is tabled in the council as a motion. If the council adopts it, the game master confirms it and it applies from the chosen period on.
No quota change is before the council.
